Bryant Miller Olive Forms P3 Practice Group To Enhance Public Private Partnerships

    Bryant Miller Olive (BMO), a leading national public finance law firm with offices in Florida and Washington, D.C., announced today the creation of a practice group focused on public-private partnership (P3) initiatives. The firm’s newest legal venture will be headed by Fred Springer.

“The P3 group is a natural next step for the firm,” said managing partner Randy Hanna. “BMO has a long history helping clients with complex public projects demanding creative financing. As governments adopt new methods involving private financing, we are well positioned to evolve with them,” Hanna explained.

With more public finance lawyers in Florida than any other firm, BMO will continue to focus on its core strengths. During the past two years, the firm has also grown through strategic addition of legal experts who possess substantive experience that complements the bond practice. These hires include Springer, who served a variety of roles in Florida state government, including Director of State Purchasing. Prior to joining state government, Springer’s private practice in Florida was devoted to public infrastructure contracts.

According to Hanna, “Fred adds necessary procurement knowledge as well as experience with transportation projects, where P3 initiatives are taking hold in the U.S.” BMO’s transportation P3 experience includes serving as a member of the legal team for the Port of Miami Tunnel Project, which moved a step closer to reality last week when the Miami City Commission voted to authorize an agreement among state and local governments contributing money to the project.

The firm’s expertise on public works projects was bolstered in 2006 when Tom Constantine joined BMO, he is an expert on international energy and utility transactions. Other recent lateral hires include Sam Queirolo, who formerly headed Holland & Knight’s real estate practice in Tampa, Charles Cooper, who has extensive experience in corporate law, and most recently Gary Cole, who is also a licensed architect. “We understand what it takes for governments to deliver large projects,” Hanna said, “and in our recent hiring we have added subject matter experts who can round out a full-service team to meet our clients’ needs.”
