Judson Freeman, Jr., is a member of the Public Finance practice at Bryant Miller Olive. A native of Jacksonville, Florida, Mr. Freeman has over 35 years of experience as bond and disclosure counsel in all types of public finance. Throughout his career in Jacksonville law firms beginning with Freeman, Richardson, Watson & Kelly, and continuing with successor firms, he has handled traditional city, county, school district and authority revenue and general obligation bonds and notes, housing bonds, special assessment bonds, lease-purchase certificates of participation and private activity bonds. He also has several years of experience in general civil litigation practice.
Mr. Freeman has been counsel of record for the prevailing local governmental party in several Florida Supreme Court bond validation cases, including Speer v. Olson, a 1978 county home rule case, and Kessler v. Winter Park, a 1997 general obligation bond referendum case. He also served as bond counsel for the first Section 8 low income housing revenue bond issue and the first single family mortgage revenue bond issue in Florida, and the first tax-exempt financing by a Florida charter school.
Mr. Freeman is rated AV® Preeminent™ by Martindale-Hubbell, and is a member of the National Association of Bond Lawyers. He has lectured on a range of bond financing topics at seminars sponsored by the Florida Municipal Attorneys Association, the Florida School Board Attorneys Association and the Florida Downtown Development Association.
He earned his B.A. in English from The University of the South, Sewanee, Tennessee in 1965. After serving as a United States Air Force Officer in the Vietnam War, Mr. Freeman obtained a J.D. from Cumberland School of Law, Birmingham, Alabama. He is a member of the Florida Bar and the City, County and Local Government Law Section of the Florida Bar.
