Mike Davis practices in the state and local government, litigation and appellate areas. He served as legislative assistant to a state senator, followed by long tenure in the St. Petersburg City Attorney’s office, culminating in serving as the City Attorney of St. Petersburg. He served in that position for almost 20 years prior to joining the firm. He has also served as Interim DeSoto County Attorney and currently serves as city attorney to the City of St. Pete Beach and counsel to the Board of Supervisors of the Tohopekaliga Water Authority, an independent special district. He has represented the Osceola County Value Adjustment Board. Mr. Davis has extensive administrative, utility, property tax, transactional, litigation and appellate experience, including but not limited to issues relating to sovereign immunity, Sunshine law, ethics law, public records law, eminent domain, workers' compensation, and land use disputes, both at trial and appellate levels. He has had substantial involvement as a lead negotiator on behalf of local government in developing agreements related to community redevelopment initiatives, efforts to attract and obtain major league baseball, the financing, construction and leasing of Tropicana Field, and the reorganization of Tampa Bay Water in conjunction with resolving regional water related disputes between the Southwest Water Management District and local governmental entities in the Tampa Bay region. Mr. Davis has contributed substantial efforts to the Florida League of Cities during his career, including service as amicus curiae counsel and the development of the Local Government Lawyers Desk Book. He has published in the Stetson Law Review and has been a frequent lecturer at Stetson University College of Law, the International Municipal Lawyers Association and the Florida Municipal Attorneys' Association (of which he is a former President). He has been named in the 2008 publication of Florida SuperLawyers. Mr. Davis is rated "AV" by Martindale-Hubbell and is board certified in City, County and Local Governmental law. He graduated from the Stetson University College of Law in 1967.
