Tom Constantine has extensive experience in the developing and financing of energy and infrastructure projects, energy industry acquisitions/divestitures and in international transactions. His legal expertise is enhanced by his civil engineering experience in California and Texas, and collaboration with the Madrid firm Uria & Menendez. S.C., in the translation of a broad range of M&A, project finance and transaction documents. He has negotiated project and finance agreements for the refinancing of coal-fired facilities, acquisition of gas-fired generation facilities, negotiated contracts for the EPC contractor for a 300 MW generating facility, and negotiation and documentation of agreements for the construction, lease and operation of natural gas pipelines. Additionally, Mr. Constantine has extensive experience in negotiation and documentation of agreements for the construction and operation of a wastewater collection and treatment system in Florida, as well as a membrane filtration drinking water treatment facility in Texas. He has also negotiated EPC, major equipment and O&M contracts for owners and contractors for electric generating facilities in the United States and Latin America. In addition to his expertise in financings for electric generating projects, he has negotiated acquisition and divestiture of interests in QF and non-QF generating facilities and natural gas pipelines, and negotiated power purchase and tolling agreements. Mr. Constantine is the Managing Shareholder of the firm's Jacksonville Office and currently chairs the firm’s Energy & Utility practice area. Prior to receiving his Juris Doctor degree from the Tulane University School of Law, Mr. Constantine received his B.S. in Civil Engineering from Stanford University.
