Cissy Proctor has focused on state and local government law and government consulting since joining Bryant Miller Olive in 2003. She has represented numerous cities, counties, agencies, and private companies throughout Florida related to litigation and appellate practice, intergovernmental relations, public procurement and contract negotiations, and administrative law. She is active in state and local bar associations, currently serving as president-elect of the Young Lawyers Section of the Tallahassee Bar Association, and as a member of The Florida Bar, the Tallahassee Bar Association, Tallahassee Women Lawyers, the American Bar Association, Phi Delta Phi, and the William H. Stafford American Inn of Court. After graduating magna cum laude from Florida State University College of Law, she was elected to the Order of the Coif and admitted to The Florida Bar in 2004. While in law school, she was a member of the editorial board of the Journal of Land Use & Environmental Law, the recipient of multiple book awards, and a participant in Inn of Court and Teen Court. Additionally, she is published in volume 20:1 of the Florida State University Journal of Land Use & Environmental Law; her article is titled “Erosion of Riparian Rights Along Florida’s Coast” and she co-authored “After Strand” which appeared in Quality Cities, a publication of the Florida League of Cities, November/December 2007. Ms. Proctor is a Tallahassee native, is active in numerous civic and community activities, including volunteer work for the American Cancer Society and the Mary Brogan Museum, and is a member of this year’s Leadership Tallahassee class.
