Grace Dunlap is a member of Bryant Miller Olive's Public Finance practice group.
For over 35 years, Ms. Dunlap's practice has been concentrated in the area of public finance. She has practiced in Tampa since graduating from law school and has served as bond counsel for numerous Florida governments and governmental entities in the utility, transportation, educational and healthcare industries. Through those representations, she has participated in various complex bond issues, including governmental pooled financings, conduit transactions, housing, industrial development, educational and healthcare issues.
Ms. Dunlap joined Bryant Miller Olive in 1993, opening the firm's Tampa office and serving as the office Managing Shareholder before taking over as firm Managing Shareholder from late in 2011 through early 2021. Prior to joining BMO, she began her practice of public finance law at the firm of Foley & Lardner.
Grace Dunlap is rated "AV Preeminent" by Martindale-Hubbell. She has been published in The Bond Buyer's Municipal Marketplace as bond counsel since 1986. She is a member of the National Association of Bond Lawyers, and has taught the public finance section of the City, County and Local Government Law Certification course for the Florida Bar for over 15 years. Ms. Dunlap graduated in 1986 from the Stetson University College of Law, magna cum laude.

Grace Dunlap was the recipient of the 2020 Ralph A. Marsicano Award. The award is the City, County, and Local Government Law Section’s highest honor and is given to an individual, who over a period of time, has made “significant and outstanding” contributions to the development of local government law in Florida.
Grace Dunlap was featured as a “Top Rated Lawyer” in the Legal Leader’s Magazine distributed with the Tampa Tribune.
