
Hannah L. Carpenter is an Associate in the firm’s Tampa office and primarily represents local government clients such as cities, counties, school districts, special districts, and various state agencies in all aspects of local government legal matters. Specifically, Ms. Carpenter handles matters involving code enforcement, land use, quasi-judicial hearings, public ethics, civil rights, public employment relations, ad valorem taxation, user fees, special assessments, procurement, tort liability, and Sunshine Law and public records. Ms. Carpenter also assists clients in litigation matters.
Ms. Carpenter joined Bryant Miller Olive as a Law Clerk in 2025 and upon passing the Florida Bar, she joined as an Associate Attorney with the Government Counsel Services practice group. While in law school, Ms. Carpenter participated in the Municipal and Administrative Externship with the City of St. Petersburg City Attorney’s office, she was also a member of the Student Bar Association, and a FFLA Civil Legal Aid Summer Fellow with Community Legal Services in Orlando, Florida. She previously was a law clerk for Boggs Law Group prior to her clerkship at Bryant Miller Olive. In 2026, she was a recipient of the City, County and Local Government Law Section of the Florida Bar’s Law Student Award for dedication and commitment to the practice of local government law.
Ms. Carpenter received her Juris Doctor from Stetson University College of Law, and her Bachelor of Arts in Criminology and Political Science from the University of Florida.
