Bryant Miller Olive P.A. Announces Jennifer Cowan, Esq. and Alecia Ingram, Esq. as Shareholders

Tampa, Fla. – Jan 30, 2023 — Bryant Miller Olive P.A. (BMO) is pleased to announce the promotion of Jennifer Cowan and Alecia Ingram Smith to shareholder status of the firm. Both are based in the firm’s Tampa office.

Cowan, a third-generation Pinellas County, Florida native, is part of BMO’s Government Counsel Services practice group where she focuses her practice on state and local government law. She has been Board Certified in City, County and Local Government law since 2015.

Her practice includes representing city and special district entities in all manner of legal matters. Specifically, Cowan serves as City Attorney, general counsel to a major deep-water seaport, and general counsel to another special district. Cowan also serves as Special Counsel to local governments throughout the state. She advises public clients in matters including corporate governance, land use, public procurement, collective bargaining, employment law, ethics, public records, Sunshine Law, and real property issues.

Cowan earned her law degree from Stetson University College of Law, cum laude. While in law school, she was an intern for then Justice Lewis of the Florida Supreme Court and Judge Rondolino of the Sixth Judicial Circuit.

Ingram Smith began her employment with BMO as a law clerk in October 2006, where she gained knowledge and experience in all of BMO’s practice areas. She joined BMO as an attorney in 2008. She is a member of the firm’s Public Finance Practice Group and has represented clients in all aspects of public finance transactions, including bond, disclosure, underwriter's and bank’s counsel representations.

As disclosure and underwriters’ counsel, Ingram Smith prepares offering documents, bond purchase agreements, continuing disclosure agreements, material event notices and disclosure policies and procedures. Also, she conducts general due diligence of issuers and continuing disclosure due diligence for an issuer’s compliance with its continuing disclosure undertakings under Rule 15c2-12 of the Securities and Exchange Commission. Ingram Smith received her Juris Doctorate from Stetson University College of Law.

She received a Bachelor of Arts in Business Administration, with a Sports Management Specialization, from the University of Florida, and earned her law degree from Stetson University College of Law. While in law school, she was a member of the Stetson Leadership Development Committee and received a certificate in Leadership Development upon graduation.
