David C. Miller, Esq. of Bryant Miller Olive P.A. Honored with 2023 H. Hamilton "Chip" Rice, Jr. Award by The Florida Bar's City, County and Local Government Law Section

Miami, Fla. – May 02, 2023 — David C. Miller, Esq. of Bryant Miller Olive P.A. (BMO) was named the 2023 H. Hamilton “Chip” Rice, Jr. Award honoree. The prestigious award is presented annually by the City, County, and Local Government Law (CCLGL) Section of The Florida Bar. This distinction is awarded annually to only one local government attorney who has served the Section with distinction through mentoring, teaching and leadership.
The award ceremony took place at CCLGL Section’s 46th Annual Local Government Law in Florida Conference at Hammock Beach Golf Resort & Spa in Palm Coast, Florida from April 28-29. BMO is a proud sponsor of the CCLGL Section, which is celebrating its 50th anniversary this year.

The CCLGL Section, which represents the interests of Florida’s local government attorneys and has approximately 1,700 members, functions as a vehicle for lawyers who serve local governments. It helps them to build networks, exchange ideas, continue their legal education, and advocate on issues important to them and their clients.
Miller was also selected as a speaker at the conference, where he discussed the topic of “Documentation in Public Employee Management.” He shared common difficulties associated with performance evaluations and failings that can lead to adverse consequences and reviewed specific practices and information to include within the documentation for effective performance evaluation systems.

Hamilton ‘Chip’ Rice Award,” said Miller. “Through mentoring and serving the CCLGL Section over the years, I have met many inspirational and accomplished lawyers in the field of local government law and this honor would not be possible without them. Miller is a shareholder in the Miami office of BMO, and he previously served as Chair for the CCLGL Section. Miller was the recipient of the Section’s Paul S. Buchman Award in 2021.
Miller is board-certified in Labor and Employment Law by The Florida Bar. An attorney for more than 24 years, his focus is on labor unions, employment litigation and human resources counseling, exclusively representing management. He also represents public sector employers who sponsor pension plans.
