Tampa and Orlando, Fla. – August 22, 2022 ― Duane D. Draper, Esq. (Tampa) and Randall Clement, Esq. (Orlando) shareholders of Bryant Miller Olive P.A. (BMO)’s Tampa and Orlando office, were recognized by Best Lawyers® as the 2023 Public Finance Law "Lawyer of the Year" award winner in Tampa and Orlando.
Only one lawyer in each practice area and designated metropolitan area is honored as the "Lawyer of the Year," making this accolade particularly significant. These lawyers are selected based on voting averages received during the peer review assessments.
This is the second time Draper has received Best Lawyers® Public Finance Law Lawyer of the Year in Tampa, following his recognition in 2020. He has been selected by his peers for inclusion in The Best Lawyers in America© 2023 in Tampa in the field of Public Finance Law for the past 18 years.
Draper currently chairs the firm’s Public Finance Group and serves as the Business Development Chair. He has been in public finance, either as an attorney or investment banker, beginning in 1989. Since joining BMO in 1995, Draper has focused his practice on Bond Counsel, Disclosure Counsel, Underwriters' Counsel and Bank Counsel representations including service as Bond Counsel, Disclosure Counsel, Underwriters' Counsel and Bank Counsel on financings for Florida counties, cities, special districts, interlocal agencies, and non-profits. Draper is rated "AV Preeminent" by Martindale-Hubbell. He also is a member of NABL and is listed in the Municipal Bond Attorneys' section of The Bond Buyer's Municipal Marketplace.

Mr. Clement’s experience includes fixed rate, variable rate and auction rate financings, commercial paper programs, various derivative products and credit and liquidity enhanced transactions. Mr. Clement has also been extensively involved in matters pertaining to Florida’s P3 statute.
