Draper receives recognition in the 2025 edition of Chambers USA for Public Finance Law in Florida. With experience in public finance since 1989—as both an attorney and investment banker—Draper has been with Bryant Miller Olive for the past three decades, and primarily serves as Bond Counsel, Disclosure Counsel, Underwriters' Counsel, and Bank Counsel on financings throughout Florida. Draper currently serves as Co-Chair of the firm’s Public Finance group and Chair of the Business Development committee.
Herring, BMO’s CEO and Managing Shareholder, receives recognition in the 2025 edition of Chambers USA for Public Finance Law in Florida. Herring has been with Bryant Miller Olive for the past three decades, with her practice dedicated to municipal law, governmental tax-exempt financings, and blue-sky securities law, with a specialty in commercial paper programs and representing pooled programs. Herring has received recognition in Chambers USA since 2022.
Spratling receives recognition in the 2025 edition of Chambers USA for Public Finance Law in Florida. Spratling serves as the firm’s Tampa office Managing Shareholder, and his public finance experience includes nationwide representation of clients in all roles throughout financings and is particularly skilled in the role of Bond Counsel on conduit bond transactions. Spratling’s Public Finance expertise includes litigation experience validating bonds, general governmental experience drafting special legislation and documentation for state grants and reviewing financing programs.
Woods receives recognition in the 2025 edition of Chambers USA for Public Finance Law in the District of Columbia. Woods serves as the firm’s Washington, D.C. office Managing Shareholder, and her practice encompasses all aspects of Public Finance, Real Estate, Affordable Housing, New Markets Tax Credits, Public-Private Partnerships (P3) and Corporate Trust and Default.
